So, What Happens Next?

Big projects come with a lot of steps. Some are exciting. Some involve engineering plans, environmental studies and big ideas. And some are simply part of the process. The next step for the proposed STAR Bonds Project falls into that last category.

Before the Lawrence City Commission can consider establishing a STAR Bonds district, it must first consider whether to adopt a Resolution of Intent to Call a Public Hearing.

What passing the Resolution of Intent does

It allows the City to:

  • Identify the proposed STAR district boundaries

  • Set the date, time and location for a public hearing to form the proposed STAR District

  • Provide the legally required notice to property owners and taxing jurisdictions

  • Give residents an opportunity to participate before additional decisions are made

What passing the Resolution of Intent does NOT do

The Resolution is an important procedural step that keeps growth options open for the City of Lawrence, but it is not a final approval.

Calling the Public Hearing does not:

  • Approve the K-10 STAR Bonds Project

  • Authorize bonds

  • Commit City funding

  • Prevent the City Commission from voting against approving the K-10 STAR Bonds Project in required later steps
